Mergers and Acquisitions (M&A), Commercial Law, Arbitration, Anti-corruption and Investigations
Carlos Covarrubias is a Senior Counsel at PPO in the area of Energy and Natural Resources.
Within the corporate practice, Carlos has ample experience in mergers, acquisitions, stock purchases, investments and divestments. In the oil and gas area, Carlos has provided counseling and participated in the negotiation of oil operation and service agreements, laws and regulations in the hydrocarbons sector in important Upstream and Downstream projects, having attained results with a direct impact of hundreds of millions of U.S. dollars for the hydrocarbons sector as well as Bolivia´s economy.
Prior to his incorporation to PPO, Carlos worked as Regulation Director in Entel when the company was part of Telecom Italia. Thereafter, he was appointed Recovery Legal Manager at Citibank-Bolivia Branch and he was Legal Director at Glencore (Sinchi Wayra). During the past 13 years he was Legal Counsel for the British BG Group and the Dutch-British Shell oil companies. When he worked for the BG Group he was the shareholders representative during 5 years at GTB (Gas TransBoliviano). Additionally at Shell he provided support to the E&C (Ethics and Compliance) division in the regional area and was an international trainer in ABC (Anti Bribery and Corruption) and AT (Antitrust). Moreover, he was part of the leading group on D&I (Diversity and Inclusion) at Shell.
Carlos obtained his law degree from Universidad Juan Misael Saracho in Bolivia and a Master´s Degree in Arbitration at Phoenix University. He also obtained a subspecialty in ABC and AT and attended training sessions in the areas of O&G, such as JVs and Other Collaboration Agreements in London-England and on New Energies in Singapore. In June 2019, he was a speaker at Shell Legal Americas Conference, which was held in Houston-Texas.
