Within the corporate field, Fabian advises digital platforms in the regulatory framework of cybersecurity and compliance. It outlines strategies for the control and social control of digital rights and online human rights. He has been the first planner of the legislative initiative of virtual assets in Bolivia, advising the Bitcoin communities and the Ethereum Foundation. He advised entrepreneurs in the Fintech area such as Fidooo, La Paz Bar Association and Blockfinity Advisors. He created the subject of computer law at the Bolivian Catholic University Sede La Paz, teaching postgraduate in the same subject in several higher study houses such as UMSA, San Francisco Xavier, Unifranz, La Salle and EMI.
Prior to joining the firm, Fabian worked at VIVA and the law firm Gerke. He was in the Senate as legislative advisor and technical secretary. He is the founder of Ciberjusticia, representative of the NGO Regulatory Institute for Ibero-America and Vice President of the Bolivian Academy of Law and Informatics (ABDI). He is a delegate of the legal commission of the Bolivian Blockchain Chamber (CABLOCK).
Fabian obtained his law degree at the Bolivian Catholic University and a Master’s degree in computer law at the University of Barcelona. He is a graduate of the doctorate in legal sciences with a mention in ICT from the Argentine Catholic University. It also has a diploma in higher education, computer audit (Univalle) certified by ISO as Ethical hacker, and conciliation and arbitration (USFA).
