Luis ORTUSTE

Luis Alvaro Ortuste is a senior associate at PPO Abogados in Bolivia. He develops his activities as part of the Regulatory Law, Corporate Law and Public Law teams.

Within the scope of his work Alvaro provides counseling to domestic and foreign clients with respect to different matters such as the incorporation, merger, restructuring, dissolution and liquidation of commercial companies in Bolivia, as well as concerning commercial acts or operations of any nature. Moreover, he provides counseling in all aspects related to public contracting and public bidding processes with the State.  Likewise Alvaro provides counseling with respect to aeronautical, construction and telecommunications issues.

Prior to his incorporation to PPO Abogados he worked at the Bolivian Ministry of the Presidency, in the Technical Office for the Strengthening of Public Companies, and he was in charge of strengthening public companies at the central level such as Yacimientos Petrolíferos Fiscales Boliviano (YFPB), Empresa Nacional de Electricidad de Bolivia (ENDE), Corporación Minera de Bolivia (COMIBOL) as well as many other entities. He was the legal counsel of the Board of Directors at ENTEL S.A. and also worked in a recognized law firm in the city of La Paz.

Luis obtained his law degree at Universidad Privada Boliviana and earned a Masters Degree in Tax Law at Universidad Andina Simón Bolívar.
